About C&ESAR
Since 1997, the French Ministry of Defense has organized C&ESAR, an annual cybersecurity conference that has become a cornerstone of European Cyber Week (ECW). Held every fall in Rennes, Brittany, France, C&ESAR serves as a premier forum for cybersecurity professionals, researchers, and decision-makers.
The conference strives to bring together experts from government, industry, and academia to foster a unique interdisciplinary exchange. It is dedicated to providing practitioners with insights into emerging technologies while exposing the research and industrial communities to real-world feedback and operational challenges. This synergy seeks to shape the future of cybersecurity by bridging the gap between theoretical advancements and practical implementation.
Summary of the Call for Papers: Topics & Submission Guidelines
C&ESAR invites submissions on a broad range of cybersecurity topics, covering:
- All phases of system and operation lifecycles – from requirements elicitation to decommissioning, including legal and regulatory aspects, DevSecOps, operational cyber defense, penetration testing, and influence operations.
- All types of technologies and environments – including socio-economic systems, networks, embedded systems, industrial control systems, IoT, personal devices, cloud, and edge computing.
Paper Types
C&ESAR welcomes submissions up to 16 pages (with no minimum length for the initial submission) across two main types:
Scholarly papers
- Presenting original research, innovative methodologies, or systematization of knowledge (SoK);
- Or summarizing or replicating significant prior research contributions.
Professional & Operational papers
- Presenting applied research, case studies, practical insights, and “lessons learned”;
- Or exposing the community to industry best practices, use cases, technical experiments, legal perspectives, or social or geopolitical analyses.
Submissions of both types may range from Mature Work (consolidated results) to Work in Progress (WiP) (promising preliminary concepts).
Concerning the official conference proceedings, accepted scholarly papers are more likely to be included than professional papers (in any case, authors can opt out from proceedings inclusion).

Conference Proceedings
Authors can opt out of inclusion in any form of proceedings.
Official proceedings shall be submitted to CEUR Workshop Proceedings (CEUR-WS.org) for online publication.
